In the context of Laplace transforms, “IVP” typically refers to an Initial Value Problem. This is a differential equation coupled with specific values at a starting point (initial values).

In general, we are interested in the problem of numerically solving an equation of the form $y_{′}(t)=f(t,y(t))withy(t_{0})=y_{0}$

Translation

The rate that $y$ is changing is given by a function $f$, that depends on the current time t and value of y. We know $f$ and the starting value of $y$.
